This guide includes sample materials and examples for local election observers.

SINGAPORE – This year’s presidential election will feature plenty of prime ministers as more than 2.7 million voters head to the polls on Friday (Sept 1) to cast their ballots for Singapore’s ninth president.

On Friday, voters can choose to mark their choice on the ballot using a standard pen or the new X stamp, which is wider and offers a better grip than the X pen used in the 2020 general election.

Canadians abroad can vote by mail for the first time, while a special voting system will be introduced to allow nursing home residents to vote from their homes.

This is also the first presidential election to publicly release sample numbers by Singapore’s Electoral Department (ELD) since the method was first introduced in the 2015 general election.

A total of 2,709,455 voters are eligible to vote at Singapore’s 1,264 polling stations – a 15 percent increase from the 1,097 polling stations in the 2020 general election that starts at 8:00am and closes at 8:00pm.

The ELD said on its website that votes cast in Singapore will be counted immediately after polling stations close and will continue until the early hours of the next day.

Before the final results are out, the ELD will also release sample numbers to provide information on voting results.

As sample numbers were released for the 2015 Singapore election, it was shown to provide the best prediction of the final result with 95% confidence and a margin of error of 4 percentage points. 

For example, if the model shows that candidate A has won 60% of the votes counted so far, there is a 95% chance that his final result will be between 56% and 64%.

The ELD said in a written reply to questions today that the number of samples will help prevent misreporting and misinformation during counting and before the final official results are announced.

The sample count helps election officials verify the results of this group of voters, the ELD said in a 2015 news release.

For each vote, the counting assistant selects a bundle of 100 ballots from the papers.

After the sample is counted, the deputy clerk records the votes of each candidate and distributes the number of sample votes among the candidates and counting staff present.

Each candidate’s numbers are tallied across 1,264 polling stations, and weights are assigned to distinguish the number of votes polled at each polling station.

The first sample numbers for the 2015 general election were released at around 9 p.m., less than two hours after polls closed at 8 p.m. on September 11 that year.

The counting machines used in the 2020 general elections will be sent to the counting centers on Friday to speed up the counting.

These machines improve the efficiency of the accounting process, as they are used to create and count notes.
