The new text and video messages aim to make connecting with friends and family safe for under 13s with strict parental approval and curated content.
Facebook is rolling out a new version of its chat app aimed at kids under 13 with strict parental controls, including contact approvals.
The free app, called Messenger Kids, hopes to attract parents looking for a safe online chat service with a higher level of parental controls, kid-friendly features, filtered content and safety filters to prevent kids from sharing inappropriate content.

Messenger Kids is a standalone app that is installed on a child’s tablet or smartphone, but is controlled by the parent’s Facebook account. The child does not have a Facebook account, which is prohibited for children under the age of 13. Instead, the app acts as an extension of the parent’s account. Only parents can add friends or delete messages.
There are no ads or in-app purchases, and the social network said the child’s information will not be used for advertising purposes. Facebook also said it won’t automatically move users to regular Messenger or Facebook when they’re old enough, though the company may allow them to move contacts to Messenger.
Loren Cheng, director of product management at Facebook, said: “Whether it’s using video chat to talk to grandparents, keep in touch with cousins who live far away, or send mom a decorated photo while she’s working late to say hello, Messenger Kids opens up a new world of online communication for families.”
Kids can start one-on-one or group video or text chats with approved contacts, sending videos, photos, gifs and other creative elements from a library of drawing tools, frames, gifs, masks and stickers.

Facebook also said it will prevent children from sharing nudity, sexual or violent content and has a dedicated moderation team to respond to flagged content.
Messages sent to adults or people over the age of 13 will appear in your regular Facebook Messenger app. Parents manage contacts and other options through the Facebook app on their smartphone.
The app, which is available as a preview for iOS and Android to be released later, is only available in the US for now. Facebook said it fully complied with the US Children’s Online Protection and Privacy Act and worked with online safety experts, including the National PTA and Blue Star Families.
Kristelle Lavallee, a child psychology expert and content strategist at the Center for Media and Child Health at Boston Children’s Hospital and Harvard University, worked with Facebook to develop the app. He said: “The risk of being exposed to things that [children] weren’t developmentally ready for is huge.”

It remains to be seen how and if the application will eventually get used to it. Despite US federal law barring companies from collecting personal information about people under 13 without parental consent, millions are already on Facebook, with or without their parents’ permission, said Stephen Balkam, executive director of Family Online Safety Non-profit institute.
He said Facebook is trying to deal with the situation realistically by directing young Facebook users to a service designed for them.
