Rural sustainability in China faces many challenges. The Chinese government has chosen to build smart villages as an important strategy to achieve rural development. In this paper, we define a smart village as a rural development model that uses all information and communication technology (ICT) solutions to promote the growth of village expressways based on the identification of urban development characteristics and needs. Together with the general thought process, we prepare the theoretical basis of the smart village system. According to the principle of the smart village system, we analyzed the practical ideas of China’s smart village and smart village. According to the research results, in China’s current situation, the construction and development of intelligent people in rural areas is not the right choice for rural development. The role of the Chinese government in promoting the development of smart villages is to support the smart village subsystem concept to improve the smart development of rural people by integrating all plans and other support. China’s current top-down smart local development model is determined by China’s political and economic system, which is the most important factor that forms the basis of government authority and management.

The issue of implementing the concept of “smart” development in rural areas is gradually gaining attention. Although smart villages and their activities have received late attention compared to smart cities [1], there is great hope for sustainable rural development through smart city initiatives and experiences, especially in China. The concept of sustainable development started with the need to prevent environmental degradation and quickly moved to social and economic development [1]. Therefore, the concept of sustainable development is often associated with economic development, business, and the environment. In 2017, the Chinese government announced the implementation of the Reconstruction Law, and in 2018 developed the “National Strategic Plan for Rural Reconstruction (2018-2022)” [2] and the “Rural Development Strategy” [3] in 2019. These projects aim to create sustainable development in rural areas by promoting information systems in various areas such as rural business, community, culture and ecological civilization. In addition, the Chinese government is trying to explore the great potential of information and communication technology and use it for agricultural development, rural prosperity, and the general development of farmers.

Can rural development be channeled through villages to become smart villages? Some studies have shown that ICT and its products are not the only concept and not necessarily the most important in individual rural villages [4]. However, other studies have concluded that the concept of smart villages is very useful for promoting rural development in Poland [1]. A variety of smart village practices have emerged in China. The Chinese government has also developed a strategic plan for the establishment and implementation of smart villages to facilitate the sustainable development of communities. The main purpose of this paper is to show how sustainable rural development can be achieved through smart village planning and practice in China. In order to understand the importance of smart village planning and practice, we first analyzed the difficulties and challenges of sustainable development in rural China. . Then, a smart village concept is developed to help analyze the planning and implementation of smart villages in China.
